He sounds like he's adjusting to his new home to me. You are correct in that you don't want it over 85F. A temperature of 90F is only ideal for adult males
While that sounds adequate for keeping up humidity, chameleons tend to need more active misting time to stimulate drinking. I'm not sure how often it's recommended you mist for glass vivariums, but for screen cages, sprays of at least two minutes are recommended, five for adults.

My boy loves hunkering down in a perfect spot a couple hours before bedtime. As long your chameleon doesn't close their eyes and actually sleep before the lights are off, I think everything sounds normal (y)

Panther chameleons can be sexed right out of the egg.
Based off of the coloration alone I would say female. As for if there is a bulge... it's hard for me to tell if what I'm looking at is a fold of leg skin or a hemipenal bulge.
