I'm not sure about Chams, but Dandelion greens are excellent food for tortoises. So if it has the same nutrional value for torts, it may apply to Chams.

But your Cham isn't living on a tropical island. It is living in a cage in your house ;) It won't hurt to have some variety in their food.

I haven't seen the issue, but usually people either use:
A) make the desired shape w/ styrofoam then applied grout/concrete and let it cure for stones
B) Use corkboard
C) Use Great Stuff to create the desired shape. Let it dry. Then apply GE Silicone II and while it is wet, apply coco-crick...
I would follow the recommendation of Justin and take the substrate out. Your cham could accidently consume some when catchin its food and leave him impacted. If you need a substrate, use newspapers or paper towels.
Maybe contact the vet and explain your situation. Maybe they'll be nice enough to work with you on a payment plan or something? Pay half now then the other half in two weeks or so.
Just an option that may or may not work.
