Chameleons mouth gape when they are too hot. They use that for the saliva in their mouth to evaporate to cool them down. Try moving the heat lamp further away from him/her or the cage.

There is nothing really in there that would make him be like that. Just vines and fake plants. That's about it. Could it be he needs more coverage?
