You are correct but if he is only at 75deg in his hottest spot removing those extra lights without upping the wattage on the other bulb could lower his temp more. I would think anyway.

It looks like your cage is sitting on the floor. I would put it on top of something and get it up higher. See if that helps. The higher he is the less threatened he will feel when you approach his enclosure.
