No he has not recently shed and it appeared long after he shed.

Can you get a better picture?
It looks like skin, but your picture is not clear enough or big enough. Have you tried to wipe it off with a moistened cotton swab? Sometimes they get things from their environment stuck on them.
Injury will usually show up as black.

One of my chameleons had a yellow/clear looking "pimple" embedded into the skin that kept showing up. The vet called it an abscess, I would remove it weekly and it would keep coming back, because there was an underlying problem (in retrospect it could have been a lack of vitamin A).
