Would this be safe for Bulbasaur?

I'd stay away from CF bulbs as some might cause eye problems. What many folks do is have a double fluorescent fixture on top of the cage...one side is a new ReptiSun 5.0 and the other side is a "old" ReptiSun that still lights. As the new bulb ages you can rotate them...get more use out of them that way. My plants do fine under them. If your cage is tall and a lot of the plant will be shaded or the cage lights don't reach down very far because of the plant's canopy, you can put a single fluorescent tube vertically along one side of th cage to keep it greener.
 
I use a 6500k fluorecent linear light, and then maybe my heat spot bulbs have been plant bulbs istead of normal household bulbs, but nothing coiled or whatnot. From what I've heard, the linear fluorescent is completely safe, which is why I went ahead and got one. I can tell you that it's made the difference for my plants.
