That looks like leftover shed to me. If you can hold your chameleon or get near him, I would wet a qtip and see if it is removable. You can also try misting him with water and it might fall off that way.

Could be mouth rot but idk I had the same thing with my Cham this week but brown instead of white and it fell of!

Salts come out of their nose. But it really doesn't matter, because what is important is that it is gone!
