Welcome! I think a vet visit with a vet experienced with chameleons is needed.

Hes got stuck sperm plugs. An experienced keeper can massage them out starting about an inch down the tail. Experienced keepers can even invert the hempenis no problem for a good clean out.
Im not going to tell a n00b how to do it...
But its not going to come out on its own when its that bad. So choices are going to have to be made if you want to extract yourself or find a vet.

I've been half-dreading, but vigilant. so far, my two (cham & beardie) seem to be (pun intended) working things out on their own.

I had a Jackson’s years ago that had one protruding from his vent and I was able to take care of it myself but that one looks bad. I wouldn’t want to try to clean that one out! I think a vet visit is needed here.
