You could, but I believe metal halide gives off a better spectrum.
Your issue will be getting the heat gradient established.
Even a lower watt HPS/MH is going to give off quite a bit of heat.
If you are growing chameleons in a huge room, like a barn or something, this may work for you.
A 75w house hold bulb, and 5.0 Reptisun is going to be a lot cheaper to start off with, and on your electricity bill.

I'm just not sure how you'd keep the chameleons from getting near the HPS bulbs. Plants are supposed to be kept at least 12" from a 250w. I'd imagine you'd need a 1,000 watt for a room that size. That'd fry anything that came within two feet of it.

One or more high wattage metal halides would work very well for lighting, and might be sufficient for basking as well. Species that are real heliophiles might need warmer basking temps than the metal halides can provide (while maintaining a safe distance between them and the chameleons), but for many it should work well. HPS produces orange light, which looks like hell and one would imagine would likely have some psychological repercussions for the chameleon. Metal halides of appropriate spectrum--color temp of 5500K, 6500K, or 10,000K, sometimes just called 10K--should look relatively similar to sunlight. Horticultural bulbs should work well in this regard.

I'd go metal halide 400 w 6500k iwasaki mogal base bulbs check out marinedepot.com I'd use this set up would keep a large area warm and cover a good distance for plant growth http://www.marinedepot.com/ps_showCart.aspx?scType=add

You'd also be able to raise and lower it depending on temp and still have plenty of light to grow just about anything you ever wanted under it within a 4 foot by 4 foot area 36" plus under the light

I'd also step up to an Arcadia bulb possibly a 12% bulb if you have a solar meter and get the length that'd cover your free range but I'd hit up Todd from light your reptiles about the UVB bulb
