What are these black spots on his head? They’re on both sides...

Its most likely just him maturing and changing colors. Veiled Chams will generally end up with black and white on their heads as adults

But just to verify its not a burn, what are your basking temps? How far away are your bulbs from the basking spot?

They're at about 87 degrees, and he sits about 4 inches from the lamp.

That's perfect then, he's just maturing I got worried when Cleo started to get black and white around his casque as well
