IMO, a mister can definitely make life a lot easier.
A fogger depends on what species you have, and what humidity levels you're maintaining.

Since you're new and asking this question, it would be a good idea for you to copy/paste this form—along with a picture of your enclosure showing the lighting down to the substrate or drain pan.

Post it here or in the Health Clinic forum, and entitle it, "Enclosure Review". ;)
 
Like @Klyde O'Scope says it depends on what you are doing. As a rule of thumb you are shooting for night time of 65 and 100% humidity. This may vary depending on species.
Misters and fogger achieve two different things. Though for many misting is enough, but it depends on the temp and humidity of the room they are kept in.
