Veiled Always on top of Cage?

Chameleon Info:
Your Chameleon - Veiled Chameleon, Male, Juvenile (Just got him a few days ago)

Handling -I handle him 1-2 times a week

Feeding - I feed my Veiled Crickets and Mealworms. He will only eat 5 a day

Supplements - I dust using ReptiCal Calcium 4 times a week, ReptiCal D3 1 time a week, and Herptivite 2 times a month.

Watering - I mist him with warm water 4 times a day (Cage), I see him drinking every now and then, I use ReptiSafe to clean his water

Fecal Description - He hasnt defecated yet...

History - I got his from Petsmart where they treated him poorly (I saved him), He is very active, Sleeps on the top of his cage. He eats just over 7 a day (1/2 CRIX)

Cage Info:
Cage Type -Screen 24 x 24 x 36

Lighting - Lights go on at 9 AM And turn off at 9 PM, ReptiSun UVB 5.0 Mini,
75 Watt Basking Bulb

Temperature -I use a digital Therm, 73 at night, 88 at top of cage and ground at 76

Humidity - I mist 3-4 times a day, big dripper drips water all day that collects into a pan.

Plants - I use an Ivy, Money Tree, Parlor Palm, Umbrella Tree, and 17 Branches

Placement - Middle of the wall, NOT next to any vents.

Location - Near Indiana Illinois Wisconsin (That Region)

Current Problem - He is on the top of his cage near the bulb that are hung 10 inches above and he is drinking water a little to much and it worries me.

Welcome to the forums. Sometimes youngsters will climb the top screen, just something they do.
Is the ivy, English ivy? If so it needs to be removed as it isn't on the safe plant list.
Also your supplements are a little off. Plain calcium every feeding, calcium with d3 every two weeks, multi vit every two weeks.

First, I would not worry about him "drinking water too much". I don't think it is even possible for a chameleon to drink too much. I would be worried if he wasn't drinking enough.

Second, I would lower the UVB bulb to only a couple of inches above the cage. 10" above the cage is a long ways for that bulb. This may be a reason he is spending so much time on the top of the cage. He may simply be trying to get more UVB. Put a horizontal stick across the cage about 6-8 inches below the UVB bulb and make sure there are plenty of plants and hiding places up top for him.

Third, young chameleons have a tendency to climb upside down on the cage no matter what you do. He may simply be in that stage. If you lower your UVB and he still does it, I would not worry, it is quite normal for them to do this.
