I think she's leaning toward Russian—she wants the smallest she can get without breaking the bank.
 
Thanks, she reads a lot of Garden State's stuff. She's looking for small but affordable because it'll have to live indoors, and we're running out of space. 😟
 
I love tortoises! Growing up in a San Gabriel suburb, an Uncle gave me an adult male desert tortoise (Gopherus agassizii) when I was a small kid and he was very content in our backyard. The perimieter was mostly chain link with years of Ivy growth enshrouding it so that did a good job keeping him penned in the yard. He'd burmate in the winter.

He was very active around us, learning early on to associate his humans with food as we'd hand feed him fresh greens. By far the most interactive reptile I've ever known and with more personality than the family cat! If I still lived in that arid climate, I would definitely recreate that scenario, so many fond memories of that tortoise.
