T5 ballast

I ordered a t5ho 39w 34" but I still don't have any fixture , if I buy a ballast of 40w for t5 and G3 plugs can I make a fixture from it ? Thanks for replying...
I'm trying to save money on the fixture because I'm on budget if you have any other ideas for making a cheaper fixture I would love to hear

This is not an area where I would scrimp.

Most all of those type fixtures come from the same mfr.
All made by Shenzen Sunlight Lighting Co. (OEM) and all are virtually identical.
