I know the best substrate to use is probly paper towels or newspaper but im planning on feeding my chameleon by hand, cups etc so it wont intake any of the substrate.

Well ive got a Tropical Komodo Terrain compact brick and i was wondering would this be ok to use for the chameleons substrate?

Even though you're cup feeding your cham it may still decide that it wants to eat the substrate. A lot of people have problems with their chams eating the dirt out of their potted plants even though they're well fed with good supplements. If they smell something they like, such as trace minerals present in your substrate, they will still eat it. I would still avoid using substrate, especially if it has chunks in it at all because that can stop up your cham pretty quickly. I use green felt because it looks prettier than paper towels and just make sure the cage dries out every day to prevent bacterial or mold growth. And I wash them often. It's working well so far and it looks a little more natural. Also if you don't have a really good drainage system you're just going to end up with mud that never dries: a breeding ground for harmful bacteria and mold. Just my 2 cents...
