If it stays out it's a prolapse and you need to keep it moist and see a vet immediately to get it back it. If you let it dry out they have amputate it. With Tortoises we tell people with a prolapse to make a sugar paste. Add just enough water to white sugar to make a paste and put it on there so you can make it to the vet without it drying out. I'm assuming since that works for a tort that it would work on a cham.
