@ 4months old he/she should be active for most of its 12hr day. It could be a number of things so without your setup info its all a shot in the dark.
Please provide the information below and hopefully someone can assist:
Chameleon Info:
Your Chameleon - The species, sex, and age of your chameleon. How long has it been in your care?
Handling - How often do you handle your chameleon?
Feeding - What are you feeding your cham? What amount? What is the schedule? How are you gut-loading your feeders?
Supplements - What brand and type of calcium and vitamin products are you dusting your feeders with and what is the schedule?
Watering - What kind of watering technique do you use? How often and how long to you mist? Do you see your chameleon drinking?
Fecal Description - Briefly note colors and consistency from recent droppings. Has this chameleon ever been tested for parasites?
History - Any previous information about your cham that might be useful to others when trying to help you.

Cage Type - Describe your cage (Glass, Screen, Combo?) What are the dimensions?
Lighting - What brand, model, and types of lighting are you using? What is your daily lighting schedule?
Temperature - What temp range have you created (cage floor to basking spot)? Lowest overnight temp? How do you measure these temps?
Humidity - What are your humidity levels? How are you creating and maintaining these levels? What do you use to measure humidity?
Plants - Are you using live plants? If so, what kind?
Placement - Where is your cage located? Is it near any fans, air vents, or high traffic areas? At what height is the top of the cage relative to your room floor?

Nosy faly panther chameleon
I have had him for 3days now
Since I got him I have held him about 3 times
He hasn't eaten but he has horn worms and crickets offered to him in his cage
I give him water by misting the whole cage an letting him drink from the leaves
I have not seen him drink water yet
He has healthy droppings an has pooped about 4 or 5 times now
He is fairly small so his colors are white with red dots and blue is barely showing
I have not tested him yet for parasites

3 walls glass and the rest screen
Size is 18x18x40
I leave each light on for about 5 hours a day since it is about 80 degrees here in so-cal
Inside the cage it can go from 86 to about 93
Humidity is at 60
The glass helps keep steady levels
I have a jade plant inside my enclosure
The cage is in the living room in a corner
I live in southern California
My concern is he is sleeping a lot

Since I got him I have held him about 3 times - let him settle in and interact as little as possible
He hasn't eaten but he has horn worms and crickets offered to him in his cage - let him settle in and interact as little as possible. Put i na feeder cup or let the crickets free range only put a few in there. Then leave and come back later and check on the food
I give him water by misting the whole cage an letting him drink from the leaves - How long are you misting for? It can take 2-3 minutes before the water movement will entice them to drink.

Inside the cage it can go from 86 to about 93 - You may need to test smaller light bulbs for your basking light with temperatures that high. Glass enclosures have to be addressed a bit differently than a all screen enclosure.

My concern is he is sleeping a lot
He is not eating or drinking and sleeping possibly because: the temps are to high, and lights are not on long enough. What is the temperature under the basking spot, in the middle of the cage and at the bottom of the cage?
He may need to be hydrated also, are his eyes sunken looking yet? He may benefit from a trip to the shower if so. You can look up chameleon shower to see how to do that on here. But its not uncommon for them to need an adjustment period to their new enclosure etc... alot of unknown to be specific without pictures etc... So thats the best tips i can give at this stage.
