So my veiled's cage is pretty close to a vent and I was wondering if it's not recommended to have his cage so close to it? It usually only kicks on at night when it gets below 70 degrees..

Not ideal. If you are using live plants this could cause some to loose their leaves. Also, the added airflow could lower the humidity inside the enclosure. Your cham may avoid certain areas of the cage due to the breeze, and this could stop basking or exposure to enough UVB in extreme circumstances. There are some plastic deflector covers to be used with forced air systems. They are clear plastic with magnets to hold them on the vent cover. Still get the benefit of temp control, without the direct breeze.
