It varys but usually they reach full color by 12-14 months.

I got my blue bar when he was 2 months old and is now almost 5 months... His colors rolled in in a subtle fashion at about 2 3/4 months and with ever new shed you notice the slightest of change in how bright he can get. Give it a few months and you'll start reading his colors well. his outside colors, sneaky colors, sleepy colors, angry colors, relaxing colors etc. Its fun!
