Are chameleons suppose to be skinny or could it be because of hibernation

What kind of cham, how old, and how much weight is he losing? That could be a health issue.

I can't weight him my self because I will suffer injuries he's a young male veiled chameleon and his head is bigger than his body he's been eating substrate in death of extra minerals as well and he picks and chooses crickets he wants to eat

how wil he injure you?
if you are afraid of being bitten, use a glove.
what you can do is get a large piece of tupperware that he will fit in, and put it on your scale, zero the weight out, then put him in the tub, and put back on. this will tell you how much he weighs.

if you have substrate in there, remove it now.
what are you supplementing with>

Yeah I supplement with reptivite and reptile calcium without d3
