Little chams can feel vulnerable, so they tend to prefer being out of sight. Providing a variety of hiding spots isn't a bad thing, and there are lots of surfaces to hold water droplets. Certainly, better than the typical newbie setup that's bare as a few sticks! As long as he can access the parts of the cage he needs to reach to find prey, bask, regulate temperature, retreat from heat, drink and bathe his eyes, etc. it may be fine. Just watch how he adjusts.

A few things to consider:

If you plan to free range feeders, they'll get lost pretty quickly, lose their gutload and eventually die. That will encourage bacterial growth.
The more complex the cage furniture is, the harder it will be to keep clean. Watch for grungy mold buildup in shaded cooler areas. They won't dry out as easily.

Be aware that live plants will tend to self-prune themselves as they adjust to available light. All the light the plants are getting now is at the top, so the lower levels will eventually lose their foliage. The plant doesn't want to waste its energy trying to maintain leaves that don't provide any benefit.

As he gets larger, he may have more trouble squeezing himself through everything, but I suspect the plants will thin out, so that may help.

Agreed with the others, I think things get too cluttered when the plants are overgrown and there’s not clear pathways. Your cage does not seem to have that issue.

Meh if it doesnt look like you have a pet tree, its not enough stuff. You should have to try to find the cham. Only issue is if the foliage crowds out the basking area. And them leaves love the basking area almost as much as the cham.
