Is a fogger necessary for nighttime use for a veiled chameleon? And if so what are some good brands?
Is a fogger a must have?

Depends on your night time humidity levels without it. If you can't achieve the recommended RH% then it's a good call. For me, didn't like the reptifogger. Instead I looked for something with a large reservoir and run-dry protection - easy maintenance and idiot-proof.
I have a large capacity ultrasonic "cool mist" humidifier from the drug store with a manual dial. I fitted the top nozzle with some vinyl tubing so I could pipe the fog into D's enclosure. I left the dial turned all the way up, and I hooked it up to a humidity controller that only ran at night. That was this one:

No complaints on the old one, except that it's bottom loading. But I just purchased a Petspioneer one with a digital timer, because I want to use that controller port for something else. (It will go on D's new cage when it's done - no review yet.)

IMO not if you mist enough, to each their own though. People were keeping veileds close to 7+ years before petr came out with his naturalistic hydration. Don't see any problem with it, but time will tell if it really makes much of a difference. It tends to be hyped up by the newer to the hobby people because it's all they know and their chams are doing well with it, but chams were doing well before it came out too. I'd say go with what works for you, in most cases, hydration is hydration and will achieve the same goal.
