Increase evaporation on bottom of cage

I go through about 1/4 a gallon of water a day with my misting system. The problem is only about 3/4 of that gets into the plants or evaporates. The rest pools at the bottom of the cage.

How would i increase evaporation? I dont free range the food, but i do have some heavy (2 gallon buckets) plants at the bottom of the cage. I was thinking of either installing a small fan on the outside of the cage along the bottom, or installing some astroturf since it doesnt rot and he wont be eating off it since all his food is either bucket fed, hand fed, or screen fed.

But being constantly wet without drying would grow bacteria. If you can, find a way to drain it from the bottom.
