Little girl. No bulge at the tail base.was looking at other forms online, and they were saying that if the bulge is behind the cloaca then it means it a boy. The red is pointing to the cloaca, and the blue is where I see the bulge. Is this not correct?

The bulge comes after the vent. The vent is what you have circled. This female is plenty old enough to confirm gender on her. Just in case you are not aware females will lay infertile eggs like a chicken. So they do require a lay bin in their enclosure and specific feeding and temps to control the amount of eggs they produce.
Take a look at this page. Scroll down the the male 3 month old image. That is the thicker tail base that is after the vent on the tail which you will see on a male. http://www.muchadoaboutchameleons.com/2013/04/male-or-female-how-to-sex-baby-panther.html
