How long can my chams free roam my plants in the house without getting any uv to stay healthy?

On daily basis.

The min is like 30min of outdoor sun shine 3x a week.

Indoor lights is cumulative also. So about 16 hours a week under the bulbs would be fine. Odds are you can get that by placing the basking bulb so that they have to sit under the uvb while basking.
