Thats either a hempenis prolapse, or an intestinal prolapse.
Either way you should be putting sugar water on it to shrink it and a water based "lube" afterwards to keep it moist.
Unfortunately 90% of the time this requires a vet visit.

Thank you for the prompt reply...can you explain further what a prolapse is ? I take it a hempenis is the genitals ?? I am in the UK so it's 2am here ! I will take a better picture in the morning when he wakes up.

If that "growth" is coming out from inside him then it needs to be kept moist with K-Y jelly (not something else) when you are not treating it with sugar water.
A prolapse is when an organ slips demon from its normal place. With an intestinal prolapse it's more urgent to get it corrected than if it's a hemipene prolapse because the chameleon won't be able to poop if it's an intestinal prolapse...but both need to be looked after ASAP.

The hemipene is located in the tail south of the cloacal (anus) opening along with the other hemipene. (Chameleons have two copulatory organs.)

Kinyonga and Night Anole are correct. I suggest you take it to the vet ASAP, too. I just had a baby die for reasons related to a prolapse if not from the prolapse itself.
For the sugar water I just used as much sugar as I could dissolve in warm water. Basically when you see granules of sugar that are just hanging out in the bottom instead of mixing in. I let it sit out for a little bit to cool it the rest of the way. You could use it, if it's not too hot without having it sit around. If you're nervous then just use room temp water. You can dissolve more sugar in hot water...because science. I found that using a cotton ball saturated with the sugar water was the easiest method of application unless you can get your cham to soak its prolapse in it.
Oh and a little tip about the KY. I felt extremely awkward buying it even though I'm a grown man. I just told them it was something I was told to pick up by someone...which isn't technically a lie. Just a little two cents to help you out in case you have similar feelings.
