For conformation...

-What are the ideal humidity levels in a veiled chameleon cage when just misted and when drying out?

-What are the ideal basking and ambient temperatures for a female veiled?

-What is the smallest acceptable cage size for a female veiled that is 5 1/2" from nose to vent?

-What are the best small plants to use inside her cage that are pretty hardy?

-Would you recommend using a fogger for a few minutes a few times a day to keep the humidity nice between mistings?

40-50% dry, 70-90% misting.

Ideal in the wild? 90 ish. Ideal to stop egg laying? 80.

She's blind right? I'd put her in a 16x16x30, if you're worried about mishaps like falling or other things. But if she was mine, I'd go for a the normal cage size as an adult.

Ficus, hibiscus, umbrella, and pothos. Though ficus can cause eye irritation, and hibiscus need a lot of light.
 
Is she an adult? My young male is in a cage thats about 16x16x30 and he's about 4.5-5" stv. Since she can see, I'd give her the standard amount of space, or a little more so she can grow a bit more.
 
I'd get the 36 inch but with the one bad eye she still may not be able to hunt food. My daughter has a one eye guy and she had to hold the food up close to his mouth. Eye problems usually cause them to have problems with their tongue and shooting problems.
