I'm not sure about "best," but I have two of these and am happy with them. They have multiple modes which create flexibility to control the humidity levels. They also fill from the top so you don't have to remove the reservoir each time.
I did have one unit leak from the bottom after about a year, but they replaced it immediately with no questions asked so I can't complain about the service.
It's not a bad idea to choose one (if you need it) but I'd hold off on actually ordering until you get your enclosure set up and running, and see if it's actually necessary.
I wouldn't get one. I used a fogger for my dart frog for 10 years and it's a major pain to always refill it. I mister is more efficient because it uses less water and also acts as a source of drinking water.
I actually have that one also, in addition to the "Pets Pioneer." It does work just fine, only downside is that you have to remove the reservoir to refill it.
