Why do I see some chameleons are a nice bright color such as blue or red? How long does it take for them to get their full colors?

most are bred for color, it all depends on the species too.

looks like you have a veiled chameleon their color sprectrum is not as broad as panthers. females also usually don't get as colorful. my male veiled shows yellow, green, turqoise, black, and a little bit of orange.

It depends upon which species you are referring to, screamealeons has a great video showing the color development of a panther chameleon.

I have never seen a veiled with red coloration, but they do have some nice blues depending on the breeder.
