So I am a new owner of a baby panther cham, and I am curious if it is just natural for babies to be mostly various shades of brown until they get older or is it a bad sign?

Panther Chameleons don't start to develop colors until around 3-4 months, and this is assuming you have a male. If you have a female, they'll be shades of tan/pinks/oranges for the most part. There are exceptions and every once in a while you'll get a female with blues/greens, even purples.
