I just re-read this, for some reason i thought you were trying to split a vine down the middle length wise... Cutting on into shorter lengths should not be a problem, just use a good pair of wire cutters and if its foam base use a razor to make the cut to the wire then wire cutters for the wire...
There are a lot of different makes and brands of the vines you are describing some are foam inner and some are just rubber but I would say it is safe for the rubber ones to be cut but anything that is made of foam is not safe because it could come loose and and your chameleon could accidentally...

Ok i put a few wooden dowels of different diameter in there with some thumb tacks and i tell ya he's a totally different cham! He also goes nuts for ghann's crickets! I ordered some a couple days ago and he seems excited to eat them, so I'm wondering if my crickets were crap to him so he didn't...

Its a heat bulb that is blue in color it came from zoomed in a two lamp kit with a 5.0uvb bulb . Yes his eyes are open all day. Also, he sleeps in the same spot he sits at after the lights go out
