ive solved it. i had to screw the bulb in really quite far even to the extent that the black plastic casing was starting to crack but it did the job. maybe its just a shoddy build on this occassion but if anyone else experiences this they will know now.

orderd it off ebay. the hood itself does actually work. ive tested a normal es bulb in there and it lit up. like i also mentioned i tried the compact bulb in a regular es fitting and it worked. weird and annoying.
