Why is it that the inclouser has to be umm eye level is it cus heat rises or something elese?

If you are supposed to turn the lights off at night for them to sleep i.e. being heat and UVB. How are you supposed to keep the heat up for them to their night time standard of heat? Oh yea and how to you read the humidty levels?
