Just get an Exo-Terra terrarium. Those are good noob starter enclosures. Easy to maintain moisture, water-proof, pretty sturdy, decent ventilation, plus they look good. I would especially recommend one for a Jackson.

Maybe for a large family of chameleons, haha. I use about 1 gallon/week for 1 cham. 3-5 gallons a day would be for like 20+ chameleons. Even with a dripper, mister, and fogger, you wouldn't even use half a gallon in one day.
Seems to me that you are not meeting the basic habitat needs.
1. You need to get a UVB light. A 5.0 UVB or equivalent.
2. You need to keep a humidity gauge. Any type is fine but you should maintain a constant 60-70%.
3. The enclosure might be too small, but it depends on your chameleon...
