a cage above 36" would definately be too large for a juvenile, but you can always figure out a way to put a divider in the cage for time being until the cham gets bigger, and 36" would be a good height for an adult, will you be getting a male or female veiled? the males tend to be bigger,
your chameleon drinks water a day? i probably see mine drink a little at every misting (mist 5-7x a day) but i hardly ever see him drink from the dripper..i am afraid he is not getting enough water, i've written about this before but his eyes don't look as "buggy" as they should, i do notice...

all mesh is better, there are a few websites you can buy aluminum cages from but i am not sure which website...someone else surely knows on here, or you could search for aluminum cages on the forum?
if you must go with glass at least do two sides of mesh, the more ventilation the better for a veiled. i actually have a glass enclosure but it has sides with mesh, and top with mesh. also, the demensions of the cage depend on how old/big the chameleon is, but if you want to save money, make it...
i was just at petland last weekend and i was just checking out the pygmies they had, there were 3 in the cage but one appeared dead to me, i told the "reptile" petstore guy and once he opened up the cage and got a better look it was definately dead...poor little thing, he was just like oh well...
