Welcome to the forums! chameleons are sometimes dark when they are basking. He looks perfectly normal and healthy in the pictures. I wouldn't worry too much. As long as he isn't really dark when in the shade, and he is eating good, and his urates are white, then you don't have anything to worry...

His reds are really starting to come through. I see blues in his cheeks and along the horizontal bar sometimes.

Depends on locale mostly. Females can show a wide variety of colors (mainly pastel like you said) but if you want to be sure give us a clear side shot with tail straight out and we can tell you right away.
