That is too strong but you do need uvb lighting and a basking lamp. Anything else would just be for plants and extra lighting for the enclosure. It would serve no purpose to the chameleon
Looks like a female to me. I don't see any kind of bulge in the slightest. Colors look to be female but I have a male Panther that had very feminine colors as a juvenile. Good luck with your little lady! Make sure you read up on laying bins! I've heard they can start laying eggs pretty early on!
