Yes, they can "rest" thier eyes... sleeping is a bad sign and Chams should not sleep during the day however they can "rest" thier eyes but they should immediatley open them if you go up to them or there is any type of disturbance and from what you said she does open them...

The initial expense and set up are the biggest ones, I would say depending you could easily be anywhere from $400-$1,200 depending on certain choices you make and making sure you have all you need from the jump start to ensure proper care.
The maintanence is not too bad depending...

You are saying that you do not supplement? That could be a big part of whatever is going on... and although you did not see any initial signs of trouble during the first year due to lack of supplementation you may be seeing the begging of those affect.... I...

Seems to be more of a territorial display though because he will only do it if they are free ranging and end up on the same tree.
