I have a veiled chameleon and when I turn on his basking light he is always close to it and he opens his mouth cause he is hot what should I do so to make sure he does not over heat him self. Should I turn the lamp off after a couple of hours or should I leave it on

I own a veiled chameleon and he won't drink water I spray the water on the leaves in his Inclosure but I haven't seen him drink any of the water what should I do so he will start drinking his water?
