If you're going to keep the waterfall, I would recommend cleaning it everyday. If she accidentally poops in it or anything, the bacteria just spreads. And with having the warmer temps, it's a total breeding ground for bacteria.

Heat rocks aren't good for beardies either. They cannot feel heat from their tummies, so they don't know how hot something is when they are laying on it. I wouldn't suggest a heat rock or pad for any type of reptile, due to the burns.
The main idea is that your cage is too big for a young cham. When we say "too big", we're talking height.
That being said, the divider should go horizontally, not vertically. There's no point in putting in a divider if you're cage is still just as dangerous.

The only problem I've ever heard of when putting a small cham in a large cage is that they are still much weaker and if they fall, it's a long fall which could injure them pretty badly.
