That should be fine, I would just give your cham plenty of areas to catch some rays within the lights distance. Make sure to get him out into natural sun shine as much as you can, it'll do wonders.

Well depends on the cham, both my guys don't cup feed exactly. I had a baby panther that due to a health issue couldn't really free range very well so I cup fed and free ranged, that way you can monitor their eating habits yet still let it be somewhat natural.
My other baby only free ranges...

Well I found out Oregon has some pretty decent laws in place to protect animals though not enough to close them down but maybe enough to get a visit from animal control. I'll see what I can do...I'm still amazed they had Mellers, these things were huge!!
