If you want something you can handle a chameleon is not your best choice. They should only be handled when needed for cleaning, vet visits, etc. It can cause them alot of stress. Any type of chameleon needs lots of attention and care but veils are more forgiving of beginner mistakes...
He will need medication and a couple of thread below this is one named LRI which says warm mist helps when doing meds for this. Maybe your vet could call a local vet for meds so you could get them.

She could just be tired of supers. If that is the only thing you feed try giving her some crickets, silkworms or hornworms.
Personally, I would lower the basking temperature to 28 -29C. I would also mist every day.

Very handsome boy. A 75 or 100 watt should do it, I would try the 75 first. I would definately add another plant for him. Feeding cup, I use the oval plastic dishes. They are about 3" deep, I remove the hopper legs and they stay in even with large crickets.
