I am with you on this one. Panther care is a broad spectrum.... What may work for one keeper may not work for another. Same goes for individual chameleons. I have had some that like different tempatures and different supplement regiment than others. It's up to the keeper to find his or hers...
This size would be fine for a veiled.
Never say never... I have quite a few and still have plenty of room for more. I used to use the cheap cages but now only kammer cages. Animals are a lot more active and have a lot more space to walk horizontally.

Word of advice... Get rid of the waterfall and add a dropper instead. Waterfall is def a breeding ground for bacteria.
With the amount he is eating he should put on weight in no time.
Check UVB bulbs output. He probably has something in his eye which can and most times can cause an infection. Need to get him to the vet to flush and treat an infection if it is starting.
I agree to give her time to settle in and quit moving her. You can always add some foliage near he basking site to make her feel more secure. 95 is hotter than I use for my females and usually have in between 88-90.
