I wouldn't recommend spraying water directly at its face. It could open it's mouth and aspirate the water and drown. My cham doesn't drink much from misting. He will stand under the leaf where the water from my dripper drips from and drink from there.
As long as it doesn't get below 60 she should be fine. If it gets colder you could get a ceramic heat emitter. They go in a regular light socket but only produce heat.

I would also recommend getting to a vet ASAP. Once her current problems are resolved, you will need a new cage. A 10gal glass tank is way too small for a 1yr old veiled.

Jungle Bob's is great. I'm there every other week. I will go to Petland Discounts in Bayshore if I need feeders in a pinch as it's on my way home from work.
The problem could be the 10.0 UVB bulb. Most here use a 5.0. Especially with younger chams. The wattage is not the issue, it's the amount of UVB they put out.
Eye problems could also be caused by vitamin deficiencies. Your not supplementing with any vitamins and your not really gut loading...
I use a small aluminum baking pan as my catch pan. I cover it with a scren top from a small aquarium to keep my cham and feeders out of the water and to catch any poop. I drain the water and clean the screen as needed.
IMHO. In that size cage 2 5.0 bulbs is too much. Too much uvb can be just as bad as too little.

Isn't the Repashy meant to be for daily use? Your cham could have a vitamin deficiency if you're only using it every 2 weeks. The vitamin levels are lower than a multi-vitamin as it is meant for daily use.
