If he's in a 29gal glass tank, how is he getting UVB? UVB will not pass through the glass on the tank.

The basking area would be the 'hot spot' in the cage. Usually a vine or branch directly under the heat lamp. I think it should be about 8 inches below the top of the cage. I would measure the temp there and then adjust your heat lamp to get the proper temp. You can try to raise the lamp higher...
I was just asking because UV does not pass through glass. You should try to raise the temp of the basking area to around 85. Chams need proper basking temps to help digest their food.
