Sure is one chunky looking cham. Did you ID it as a female? I don't see anything that would lead me to believe MBD, but I'm not an expert on the matter. If it is a female, I would tell them to set up a lay bin ASAP and get it out of public view.
The fogger may be putting your cham at risk for a uri, as Mike mentioned earlier. I honestly agree with you, if someone wants to add whatever to their setup that's up to them. You started this thread asking for ideas so we are just offering some, as well as pros and cons. Don't take offense...
It doesn't do much, or anything for your cham. For me, if I want to "trick out" or have something to brag about, it would be something that optimizes the setup that would benefit the chameleon. Anyone could spend money to put flashy lights or pump the cage full of mist or blinking lights or...
Something like this maybe. I know there are actual stand alone LED kits people used for reefs. It was super cool, but a luxury I didn't have the $$$ for.

You have a veiled right? A fogger is not really needed for that species because the originate from Yemen, it's mostly desert there from my understanding. Panthers come from Madagascar and are a more tropical species that a fogger might benefit.
There are concerns for using MV bulbs, as I'm prett sure the one you're using is MV. Check out this thread (I could not find a better one) as the have to be used carefully, and is generally not recommended. I do use one that is split for two large enclosures...
