I know nothing about locusts, so i apologize for not answering ur question. But i would suggest looking into keeping/breeding mealworms or dubia or something to save money since ur cham doesnt like crickets. It isnt very hard to do and u can find all the info u need on the internet or the forum :)

First off, u want plants in ur cage for sure. I would recommend u get ur chameleon to a vet and then find a checklist of things u need to keep a chameleon and go down the list making sure u have everything. Also find a feeding schedule and make sure u're giving him the diet he needs
Well if you use the metal screen on top of the laying dish then I dont think the ratio is that important anymore. I'd just keep doing what you're doing but try the metal screen on your laying dish. If your eggs are still getting eaten then try having less males per female
