Dave I just bought a few cultures of blue bottle flies and plan on raising them. Once I get a sustainable colony going I could probably supply you with some.

I have my setup the same way using the bucket and cheese cloth. It keeps them contained better than any other setup i've used.

I got a few chams from them in the past and they were all pretty healthy considering that they were WC. Their customer service can use some improvement and its almost impossible for them to reply to emails.

I would deliver but these cages are HUGE and quite heavy. There really nice and still in great condition, but there currently called for until the 15th. If there not picked up by then i'll repost this message.
Treating URIs are quite affordable if you look around for vets. I usually pay my vet $60 to treat a URI infection (I use to pay $30!). Seems like your cham is in a bad condition URI and a eye infection. You should seek treatment quick.
