I would lean towards Nosy Be / Faly cross. Too much white for a Nosy Be, and no red rain to be a Faly. Reminds me of the "Faly/Be" crosses that come in from imports. Just because it looks like "X" locale, doesn't mean it is unfortunately. A lot of crosses can actually look like pure locales...
How small is small? That's a pretty big cage for what I consider baby panthers. You could keep them together until 3-5 months or so. Depends on the chameleons. If you see them constantly climbing on each other, split them up.
Red will sometimes come in first and then turn to blue. I've also seen chameleons that were blue bar at 5 months, go completely red bar by 10 months and then flip back to blue bar as their final coloration :).
Not saying he can't be red bar though!
He was only 3 months at the time, so it didn't hurt. All of my others are fairly nice and handle-able. The guy in my Avatar come's to the reptile shows with me and will hand feed for anyone willing to hold a bug for him :).

I'm from Michigan and never warm my buckets. You want the soil to be moist to dig a tunnel, but not too wet where if you squeeze a handful water comes out.

I think a lot of the reason some of the rare species are fairly cheap is the fact that they all look similar with little to no variation. So once a few people start producing babies, the demand drops. Panthers on the other hand can have varying colors which is what a lot of people who want pets...
I agree that even if he looks like a certain locale, you shouldn't advertise him as anything specific.
There are a lot of crosses out there now and some look very close to pure locales.
