No way, whoever told you that is incompetent. I had the exact problem with both of my chameleons; 1 Veiled, 1 Panther. They would shed about half of their body, than the other half of the shed would become retained. This was in the winter months, and the humidity level was considerably lower...
Hmmm...at around 2 months of age I would dust them lightly every 2-3 days. Every day seems overdoing it a bit much, but that's personally my opinion. Are you feeding him only crickets?
There's quite a bit of controversy of whether UVB is necesary or not, but I find it a must. If your chameleon is outside daily all year round- than no, you wouldn't NEED one, but if he never or only occasionally goes outside, than he most certainly needs one.
